In September a 22-year-old Sydney woman was rushed to hospital after suffering a heart attack reportedly during a breast enlargement procedure at a Bondi clinic.
NSW Health Minister Jillian Skinner says recent cases have raised concerns about the regulation of clinics where cosmetic procedures are performed.
"Patient safety is paramount," Ms Skinner said in a statement.
She said a discussion paper, launched on Wednesday, will give the public an opportunity to participate in a review of the cosmetic industry.
The paper will let stakeholders and industry groups, as well as the general public, make submissions which will help inform any future legislative changes, Ms Skinner said.
In NSW, cosmetic surgery can be performed by a range of medical practitioners ranging from specialist plastic surgeons to GPs.
At the moment, many clinics are performing cosmetic procedures such as breast implants without full hospital resuscitation equipment, according to the ABC.
The discussion paper, posted on the NSW Health website, will consider what standards should apply and whether a new class of cosmetic surgery facility will require a licence.
